The cabinet meeting on May 16 is also expected to agree that President Asif Ali Zardari can attend talks on the future of Afghanistan at the NATO summit in Chicago this weekend.
NATO invited Zardari to the summit amid signs that the Pakistani government is ready to reopen the supply route.
The cabinet's defense committee, grouping security chiefs and top ministers, endorsed Zardari's participation in Chicago on May 15.
Pakistan closed its border to NATO six months ago in retaliation for a NATO air strike which killed 24 Pakistani soldiers.
The United States has expressed regret over the deaths, but refused to apologize.
The incident plunged already frayed U.S.-Pakistani relations into crisis.
