Wiley-Blackwell Launches Two Interdisciplinary Review ...

Wiley-Blackwell, the scientific, technical, medical and scholarly publishing business of John Wiley & Sons, Inc., has launched two new interdisciplinary review publications:WIREs Developmental Biology?and?WIREs Membrane Transport and Signaling.

WIREs Developmental Biology?will focus on how single cells and fertilized eggs produce a complex, fully patterned adult organism. Edited by John C. Gerhart (University of California, Berkeley), Gail R. Martin (University of California, San Francisco) and Eric F. Wieschaus (Princeton University), this new resource is published in partnership with theSociety for Developmental Biology?(SDB).

WIREs Membrane Transport and Signaling?will explore the regulated transport of molecules through cell membranes and the transmission of extracellular signals by cellular receptors. Both are essential processes for cell survival and cell-cell communication. The publication is edited by Alexej Verkhratsky (The University of Manchester) and Maiken Nedergaard (Center for Translational Neuromedicine, University of Rochester).

Wiley Interdisciplinary Reviews, known as?WIREs, are unique hybrids of encyclopedias and journals which emphasise the importance of interdisciplinary collaboration in research and education.

Each title provides authoritative, encyclopaedic coverage of diverse scientific fields with high-quality reviews commissioned from international expert contributors. Each review article is fully citable and qualifies for abstracting, indexing and ISI ranking.

The WIREs model is built around four article types:

The Durham Performing Arts Center will present the national tour of the new musical adaptation of The Addams Family on Feb. 28-March 4 as part of its SunTrust Broadway Series. The new Broadway musical features music and lyrics by Andrew Lippa and a book by Marshall Brickman and Rick Elice, based on the quirky characters created by Westfield, NJ-born cartoonist Charles Addams (1912-88), whose bizarre but beloved comic creations savagely satirized American family values in the pages of The New Yorker from 1938 until Addams? death in September 1988, at age 76.

The Addams Family musical made its Broadway debut, directed and designed by Phelim McDermott and Julian Crouch and choreographed by Sergio Trujillo, on April 8, 2010 at the Lunt-Fontanne Theatre, where it played for 722 performances before closing on Dec. 31, 2011. The show earned two 2010 Tony Award? nominations ? for Best Original Score Written for the Theatre (Andrew Lippa) and for Best Featured Actor in a Musical (Kevin Chamberlin as Uncle Fester) ? and won the 2010 Drama Desk Award for Outstanding Set (production design by Phelim McDermott and Julian Crouch and puppet design by Basil Twist).

Wednesday Addams [played by Cortney Wolfson], the ultimate princess of darkness, has grown up and fallen in love with a sweet, smart young man from a respectable family [Justin Crum as Lucas Beineke]. A man her parents have never met. And if that weren?t upsetting enough, she confides in her father [Tony Award nominee Douglas Sills as Gomez Addams], and begs him not to tell her mother.

?Now, Gomez Addams must do something he?s never done before ? keep a secret from his beloved wife, Morticia [Sara Gettelfinger]. Everything will change for the whole family on the fateful night they host a dinner for Wednesday?s ?normal? boyfriend and his parents [Tony nominees Martin Vidnovic and Crista Moore as straight-arrow Midwesterners Mal and Alice Beineke].? Japanese memory maker Elpida files for bankruptcy (Digital Trends)

However, the company has struggled as the price of DRAM has steadily dropped to due competition from the likes of South Korea???s Samsung and Hynix, and the strong Japanese yen has both kept Elpida???s prices high and increased the cost of Elpida???s operations across the board. Although Elpida is still making RAM for the time being, the filing raises concerns that Japan may soon find itself out of the DRAM business it once dominated.

Abstract

BACKGROUND: Colonoscopy and fecal immunochemical testing (FIT) are accepted strategies for colorectal-cancer screening in the average-risk population.

METHODS: In this randomized, controlled trial involving asymptomatic adults 50 to 69 years of age, we compared one-time colonoscopy in 26,703 subjects with FIT every 2 years in 26,599 subjects. The primary outcome was the rate of death from colorectal cancer at 10 years. This interim report describes rates of participation, diagnostic findings, and occurrence of major complications at completion of the baseline screening. Study outcomes were analyzed in both intention-to-screen and as-screened populations.

RESULTS: The rate of participation was higher in the FIT group than in the colonoscopy group (34.2% vs. 24.6%, P<0.001). Colorectal cancer was found in 30 subjects (0.1%) in the colonoscopy group and 33 subjects (0.1%) in the FIT group (odds ratio, 0.99; 95% confidence interval [CI], 0.61 to 1.64; P=0.99). Advanced adenomas were detected in 514 subjects (1.9%) in the colonoscopy group and 231 subjects (0.9%) in the FIT group (odds ratio, 2.30; 95% CI, 1.97 to 2.69; P<0.001), and nonadvanced adenomas were detected in 1109 subjects (4.2%) in the colonoscopy group and 119 subjects (0.4%) in the FIT group (odds ratio, 9.80; 95% CI, 8.10 to 11.85; P<0.001).

CONCLUSIONS: Subjects in the FIT group were more likely to participate in screening than were those in the colonoscopy group. On the baseline screening examination, the numbers of subjects in whom colorectal cancer was detected were similar in the two study groups, but more adenomas were identified in the colonoscopy group. How Accounting Outsourcing will Improve Your Business Processes ...

In 1987 I read a book titled ?The E myth? by Michael Gerber.? It was a watershed moment as a young enterprise owners and I wanted my enterprise to run like a McDonalds franchise ? just what the author promised if I followed his plan. Well it did not work.

This system has cut our cost and improved our productivity.? It would not be possible if we did not rely on the technology of the accounting services provided by our outsourced accounting vendor.?? We are now creating video clips on each event that happens in our organization and soon we will have our entire operation standardized and processes in place and being used at the exact moment of will need.

Faster-than-light neutrinos explained?

The faster-than-light neutrinos seen by the OPERA particle physics experiment last year may have just been explained. By a loose cable. I wish I was joking.

To back up a little, the OPERA collaboration based at the Gran Sasso laboratory underneath the mountain of the same name in Italy published a paper to pre-print server arxiv.org last September saying that they had seen neutrinos, a type of sub-atomic particle, travel faster than the speed of light. They recorded neutrinos, which had travelled from CERN, Geneva, through the Earth to Gran Sasso, Italy, arriving at the laboratory 60 nanoseconds faster than they would had they travelled at the speed of light.

Since then, scientists around the world have been collectively scratching their heads and publishing papers that tended to fall into one of two categories: suggesting an error with the experiment (such as the clocks at the two laboratories not being synchronised properly), or suggesting an addition to the current theory of particle interactions that could explain the strange result (for example, a new dimension that the neutrinos could have skipped through to make their journey shorter ? so they would have never actually travelled faster than light at any point).

But I don?t think anyone expected it to be something as simple as this.

Today, Science is reporting that a fibre optic cable connecting a GPS receiver and an electronic card in a computer was loose. They go on:

After tightening the connection and then measuring the time it takes data to travel the length of the fibre, researchers found that the data arrive 60 nanoseconds earlier than assumed

This news (though still unconfirmed) rather casts a shadow over another recent explanation, involving something slightly less ridiculous.

In a paper published in journal Astronomy & Astrophysics, Claudio Germana of the Astronomical Observatory of Padova, Italy, suggests that there was a problem with the synchronisation of clocks at the two ends of the experiment. His calculations suggest that if the experiment had been run at a different time of year, the neutrinos would in fact have arrived 50 nanoseconds later than light.

I spoke to Carlo Contaldi, a physicist at Imperial College London, who last year published a paper on arxiv.org pointing out a possible problem with clock synchronisation, about the new paper. Though he thought the calculations and the large effect the calculations seemed to show were ?interesting?, he had some reservations:

[Germana] does not seem to mention the latest measurements that were carried out by OPERA in November 2012. Those showed a consistent value for the neutrino?s time of flight as the previous results and it would be interesting to see how that time frame fits in with these corrections.

It?s an interesting hypothesis though ? and one that is easily testable by running the experiment at a different time of year.

This paper is just the latest in a long string of attempts to explain the faster-than-light neutrinos. For more of the explanations that have been offered over the last few months, have a look at a timeline I made that follows the story right from the beginning until now.

All of these papers could have been for nothing, of course, if the new report of a loose cable is true. It would be a little disappointing if this turns out to be the case. I?m going to reserve judgement for now, at least until the ?sources familiar with the experiment? become something a little more concrete.

'No-fly' Muslim takes case to court of public opinion

PORTLAND, Ore. ? Mustafa Elogbi is by nature a private person. But when he finally arrived home after a frightening ordeal with U.S. security officials that cost him six weeks and thousands of dollars, he chose the spotlight.

Elogbi is seeking publicity and threatening legal action against the government for what he says was virtual exile by the U.S. government despite concerns about how the publicity might affect his family.

"I worry about my kids -- there are a lot of good people, but there are some who could try to harm them," the 60-year-old Libyan-American said Monday after clearing Customs at Portland International Airport. "But I think we really didn?t have any other choice."


On Jan. 4, after visiting family and friends in Libya Elogbi boarded a flight from Tunis, Tunisia, to the United States, where he is a citizen and resident of 33 years. But when his flight landed at London?s Heathrow Airport, he was detained and questioned by security officials who he says told him they were acting on behalf of Washington.

They told him he would not be able to board a flight to the United States, and instead locked him up in solitary confinement at a British detention center for two days, then placed him?on a flight back to Tunis.

Elogbi was shaken and humiliated. His wife, Annie Petrossian, contacted a Portland lawyer immediately, but Elogbi was at first leery of confronting the government.

But his options were limited. Because he was apparently on the U.S. secret "no-fly" list, he could not board any flight to the United States or Canada, which also enforces the list.

The Terrorism Screening Center, operated by the FBI, as a matter of policy, will not confirm nor deny the inclusion of a given person on the no-fly list. About 500 U.S. citizens are on the list, said a representative at the TSC, who asked not to be named. The total number of names on the list ? which includes "known or suspected terrorists" stands at about 21,000.

The Council for American Islamic Relations says it regularly fields calls from Americans ? mostly Muslims -- who are prevented from boarding and believe they are on the no-fly list. Less than half of those who contact the organization pursue legal action -- and fewer still seek publicity, according to CAIR staff attorney Gadeir Abbas. He says this is especially true if they are within the United States, and can take a car or train home.

?Part of the reason people don?t share that they are on the no fly list ? (is that) being on the list could have implications for their relationships or standing in the community,? said Abbas. ?It is a public declaration that the government for whatever reason is suspicious of you.?

A few American citizens who have been prevented from boarding flights have made their way back to the United States by boat, train and car. And Abbas said some give up.

?There are definitely folks who were abroad, found themselves on the no-fly list and never returned,? said Abbas. ?If the U.S. is impeding your travel back to the U.S ?. it?s just a small jump to speculate about what could happen to you when you return.?

But Elogbi said he never considered staying away.

?I lived here for 33 years. Basically I?m an American guy,? he said. ?This is my home. They cannot chase us out of this country. It?s not going to make me run away from the United States.?

With the help of two attorneys, and his wife?s persistent calls to U.S. agencies and her senator, Elogbi ultimately was allowed to fly home. He was required to fly on a U.S. carrier, on an itinerary approved by the U.S. Embassy in Tunis, which was communicating about the case with Washington.

He did not submit to questioning by an FBI agent who contacted him in Tunis, he said, because he wanted a lawyer present. When he did fly, he did so with his Portland lawyer, Tom Nelson, who had escorted another client, Jamal Tarhuni, back from Tunis a week earlier.

Upon arrival, Elogbi was taken aside at U.S. Customs for questioning ? and Nelson was not allowed to be present, the two said. Border authorities confiscated Elogbi?s cell phone and told him to retrieve it later this week at the Portland FBI field office.

The FBI and the State Department have repeatedly declined to comment on the cases, citing privacy concerns.

There are currently two major legal challenges to the Justice Department over its no-fly list.

This could become a third, according to Nelson, who has at least one more no-fly client overseas. He has also been seeking assistance from Sen. Ron Wyden, D-Ore., who is the chair of the Senate Select Intelligence Committee, and the press.

?I want to put a spotlight on these people (in the security apparatus,? said Nelson. ?They want to put a spotlight on me or on us that?s fine. Bring it on. But let?s play by the rules here, let?s play by the Constitution that they are sworn to uphold.?

Elizabeth Smart Marries Matthew Gilmour In Hawaii

Elizabeth Smart, who at 14 years of age was kidnapped and held for nine months by traveling preacher Brian David Mitchell, married her fiance, Matthew Gilmour, in Hawaii Saturday. It was announced last month that Smart was engaged to the Scotsman and their wedding reportedly was set to take place this summer. In an effort to keep their wedding free of paparazzi and the like, their wedding date was moved up so as to keep their nuptials private. A family spokesman explained: “Elizabeth’s desire was for what most women want ? to celebrate her nuptials in a private wedding with family and close friends. She decided, about a week ago, the best way to avoid significant distraction was to change her wedding plans and to get married in an unscheduled ceremony outside of Utah.” The spokesman went on to say that the couple were beaming as they left the Laie Hawaii Temple of the Church of Jesus Christ of Latter-day Saints following their wedding, and they exchanged their “I do’s” in front of family and a few friends. Swooping through the trenches of the Death Star likely ranks high on every geek's bucket list, but even an earthbound version won't really do the trick. Fortunately, the folks at NASA have rigged up a passable alternative -- flying through a massive 19-mile crack across Antarctica's Pine Island Glacier. The crack was discovered last October and measures 60 yards wide and 50 yards deep, certainly more than enough clearance to accommodate adventurous fliers. Using data gathered by NASA's Operation IceBridge science flight team, the agency generated an animated fly through that, well, mostly flew over the crack -- but we're sure that was a defensive maneuver. After all, you just never know when a TIE fighter flown by someone's father might sneak up from behind. See the icy flyover yourself after the break.

Go back through every review we've ever written here, and one underlying theme you'll find is that we're tired of the same old microSD card and, boy howdy, do we wish someone would sex things up a little bit.

Wait. Scratch that. Haven't once thought that. But Samsung apparently is solving the problem nobody has with the way memory cards by introducing a "stylish design" in its line of SD and microSD cards. More important, we suppose, is that these new cards are supposed to be waterproof, shockproof and magnetproof, and have 24MB-per-second read speeds. As in, survive up to 24 hours in water (longer than you would last, we might add), handle being run over by a 1.6-ton vehicle (again, you wouldn't make it) and resist up to 10,000 gaus, which Samsung says is a little less than the power of a medical imaging magnet. (Which we play with on weekends, just for fun.)

In all seriousness, SD card performance is important (provided your phone can still take one), as is survivability. There's important stuff on there, and performance and price are sexy enough. Though we would recommend some sort of instant-uploading of images, just in case.

Eddie Murphy is on the fast track. Not so much for demand of his legendary comedic prowess, but because of his infamous two-week marriage to Tracey Edmonds (trumped by Robin Givens & Svetozar Marinkovic?s 24-hour marriage). Clearly nuptial remorse to the nth degree. So exactly why do couples choose to jump ship before they have even set sail in matrimonial waters?

Irreconcilable differences can easily be translated into, ?I thought it was a good idea at the time??
Recent weddings of celebrities are just as guilty of disposable marriages, untying knots quicker than the most skilled Boy Scout.

Don?t think short-term marriages are immune to the rich and famous; I know of a girl whose military boyfriend proposed to her when she announced they were expecting. Being a man of honor, he wanted to raise his child within a family unit, so the wedding date was set, the house in Texas was purchased and wedding invitations were sent out.

Until he counted back and realized that his tour of duty had him away from her the month she conceived. One year after her mother spent $10,000 of her life savings on the wedding, the bride was sent packing back to her mother, freshly divorced.

Pregnancy trap aside, extenuating circumstances that may be cause for ending a marriage would be imbalanced money habits, secrets and substance-induced lifestyles, which all fall under the area of lack of communication.

According to the U.S. Census Bureau, Survey of Income and Program Participation (SIPP), Median Duration of Marriages (2004 data), the average length of first marriages for couples which end up in divorce is eight years. I?ve got jeans older than that.

Premarital counseling is always a good idea, and in most cases, will bring to light what the two of ?you choose to overlook. But what all women have within their grasp is a free and yet mostly underused asset; our instinct. If it doesn?t look right, sound right or makes that little voice inside go hmmm ? ?Listen to it! The truth hurts, but a divorce cuts you to the core.

Don?t rush love. If it took a lifetime to find your soul mate, you can surely spend some additional time to get to know him before you walk down the aisle. Talk to him, ask questions, and for heaven?s sake, know his middle name!

It would be great if brides-to-be put less emphasis on their diamond?s four C?s and more on the relationship?s: Communication, Clarification, Counseling, Christ. ?And definitely not in that order?

Keep it real at the beginning, because jumping into a marriage without knowing your spouse is like saying it?ll all come out in the wash, then realizing neither one of you is willing to do the laundry.

4 &#39;Sustainable&#39; Gaming Stocks | InvestorPlace

?You cannot beat a roulette table unless you steal money from it,? Albert Einstein once said.

The legendary theoretical physicist likely would have passed on the chance to buy into?last week?s Caesars (NASDAQ:CZR) IPO. And considering the subsequent performance of CZR and the headwinds facing the gaming industry right now, the best play might well be to wait for better odds.

While an improving economy and white-hot growth in Macau drove casino stocks to new heights in 2011, the smart money in today?s market will value sustainable returns over eye-popping ? but volatile ? immediate gains. Consider Caesars, which roared out of the gate with a 58% return last Wednesday but has lost speed in every session since.

One week?s action on an IPO does not a trend make ? particularly since the offering represented only a tiny fraction of the casino?s shares. Still, the stock?s quick flash and subsequent flameout illustrates the gaming industry?s abiding truth: The only sure thing about luck is how fast it can change.

The past five years have been a nonstop roller-coaster ride for casino stocks. From pinnacle performance in 2006 and early 2007, major stocks in the sector lost 80% to 90% of their value in less than 24 months. But as the U.S. economy has improved and opportunities have opened up in Macau, a former Portuguese colony now administered by the People?s Republic of China, the industry?s fortunes have rebounded dramatically. Some gaming stocks ? particularly casino owners with high-end properties in Macau ? saw 50% to 60% share-price growth in 2011.

While Macau remains an attractive opportunity for casinos such as Melco Crown Entertainment (NASDAQ:MPEL), Wynn Resorts (NYSE:WYNN) and MGM Resorts (NYSE:MGM), growth is likely to slow from a January level of nearly 35% to a more sustainable 15% to 20% in the second half of this year.

The Securities & Exchange Commission has taken an interest in some casino companies? Macau operations. While the agency has not charged any company with wrongdoing, it is reviewing documents related to the Macau gaming licenses of WYNN and Las Vegas Sands (NYSE:LVS).

A winning play in casino stocks this year will look a lot different than it did in 2011. First, you can?t expect monster returns. Growth in Macau will slow as business operations broaden their focus beyond VIP junkets from China. U.S. regional operators such as Boyd Gaming (NYSE:BYD) and Penn National (NYSE:PENN) will have a better year than they did in 2011, but stronger competition from tribal gaming operations could have a negative impact.

Of course, there are no sure things in the gaming sector. All of these stocks are far from recession-proof and will take a hit if the economy slips. Most operators are carrying quite a bit of debt, and even the high-roller growth in Macau is by no means stable at this point. But if you have a little mad money stashed away, four of the companies mentioned above have relatively sustainable gaming stocks to play now:

Melco Crown Entertainment

If you believe in the China opportunity enough to let it all ride on Macau, MPEL is as much of a pure play as you?re going to get. MPEL blew investors? socks off last week with news that its opulent City of Dreams Casino posted fourth-quarter earnings of $107.5 million on $1 billion in revenue. That?s nearly six times higher than the profit it posted for the same quarter a year earlier ? and revenue was up 30%, too. With a market cap of $6.6 billion, MPEL is trading at $12 ? 85% above its 52-week low in April 2011. MPEL has total cash of $1.2 billion and total debt of $2.3 billion. Its one-year return is 66%.

Las Vegas Sands

Despite its old-school name, LVS is a huge player in Macau. It boasts the world?s largest casino ? the 3,000-suite Venetian Macau ? which dominates the prime Cotai Strip. With a market cap of $42 billion, LVS is trading around $52 ? 44% above its 52-week low in March 2011. LVS has total cash of about $4 billion and total debt of $9.7 billion. Its one-year return is 8%, but take note: This stock has been extremely volatile over the past year.

Wynn Resorts

Convention attendance also rose dramatically last year. While MGM Macau has helped ease the profit pinch, the company?s best opportunity may be a new social-media game inspired by Zynga?s (NASDAQ:ZNGA) FarmVille. With a market cap of $7 billion, MGM is trading around $14.50 ? 96% above its 52-week low last November. MGM has total cash of about $2 billion and total debt of $14.5 billion. Its one-year return is -4%, but its financial position is strengthening, and the stock has some upside.

NCAA providing glimpse of selection process (AP)

The NCAA has, for the first time, posted credentials for every Division I team to add transparency to the process of selecting the 68 teams for the NCAA tournament.

It still won't be easy when the time comes to make the decisions.

Jeff Hathaway, chair of the NCAA's Division I Men's Basketball Committee, said Wednesday that college basketball is filled with more quality teams this season than ever before.

To help fans and media understand the selection process, the NCAA has added links on its website that rank teams by RPI and team sheets that break down the raw numbers for every game played.

Homs, Syria (CNN) -- A massive plume of thick, black smoke billowed from the Syrian city of Homs Wednesday, punctuating the chaos that has plagued the opposition stronghold for months.

According to the Local Coordination Committees of Syria, an opposition activist group, government war planes flew over Homs and blew up an oil pipeline.

But Syrian state-run TV blamed a "terrorist group" for the assault.

Under the opaque cloud of smoke, sounds of sustained attacks -- including artillery fire and automatic machine gunfire -- echoed through the city of 1 million people, CNN's Arwa Damon reported from inside Homs Wednesday.

Opposition activists say government forces are set on flattening every neighborhood that might hold dissidents calling for the ouster of Syrian President Bashar al-Assad.

But reports of fresh violence Wednesday weren't limited to Homs.

Three bodies were recovered from Idlib province; a 16-year-old student was killed by gunfire in Daraa province; and another person was killed in Aleppo, the opposition Syrian Observatory for Human Rights said.

And military forces stormed the city of Hama, where explosions rattled two neighborhoods, the group said. The Observatory said landlines, cell phone communication and Internet access in Hama were cut off.

While residents across Syria grappled with the turmoil, the state-run Syrian Arab News Agency said al-Assad has set a date of February 26 for a referendum on a draft constitution.

Members of a committee tasked with drafting the document "reiterated their keenness on a constitution that allows ... public freedoms and political plurality in a way to lay the foundation for a new stage that will enrich Syria's cultural history," SANA reported.

Al-Assad has previously said Syria planned to hold a constitutional referendum, but reports of bloodshed at the hands of his regime have only intensified since his statement.

Meanwhile, after repeated U.N. failures to formally denounce the Syrian government, the latest U.N. draft resolution condemning Syria could go for a vote in the General Assembly as early as Wednesday.

Though a General Assembly vote would not be binding, it would mark the strongest U.N. statement yet on the violence. Russia and China have vetoed attempts to condemn Syria for the crackdown by the U.N. Security Council, whose resolutions are binding.

The draft resolution calls on Syria to end human-rights violations and attacks against civilians immediately, and condemns "all violence, irrespective of where it comes from."

But any U.N. action is long overdue, say opposition activists, who reported 49 deaths across Syria on Tuesday. The dead included three Syrian soldiers who defected, the LCC said.

Deaths took place in Idlib, Homs, Daraa, Aleppo, Deir Ezzor, Hama, Damascus, the Damascus suburbs and Latakia, the group said.

Navi Pillay, the U.N. high commissioner for human rights, said Monday most of the wounded avoid going to public hospitals for fear of being arrested or tortured. Instead, they are being treated in underground hospitals where hygiene and sterilization conditions are rudimentary and medical supplies are scarce, she said.

Pillay denounced the Syrian government's "ongoing onslaught" against its citizens.

"The nature and scale of abuses committed by Syrian forces indicates that crimes against humanity are likely to have been committed since March 2011," Pillay said.

Syria posted a banner on state TV Tuesday saying its Foreign Affairs Ministry "absolutely rejects all the new allegations in the new report by the human rights high commissioner."

The Syrian regime has consistently blamed "armed terrorist groups" for the violence in Syria.

"What is happening has nothing to do with reforms, with the spread of democracy. This is the work of armed terrorist groups that are being funded from outside," said Syria's ambassador to Russia, Riad Haddad, according to Russia's RIA Novosti state news agency.

He added: "Damascus will not let international peacekeepers into the country. Syria does not need peacekeepers. Syria has categorically dismissed that option."

CNN cannot independently confirm details of events across Syria because the government has severely limited the access of international journalists.

But the vast majority of accounts from within the country indicate al-Assad's forces are slaughtering civilians en masse, part of a brutal crackdown on protesters calling for democratic reforms.

Pillay has said at least 5,400 people have been killed in the Syrian conflict, but she said it is difficult to update that number due to the turmoil on the ground. The LCC has said well over 7,000 people have been killed.

European Union diplomats said they expect new EU sanctions on Syria by February 27, targeting the Syrian Central Bank and imposing a ban on exports of precious metals and phosphates.

Victoria Nuland, a U.S. State Department spokeswoman, said Tuesday that increasing pressure and sanctions on al-Assad's government was crucial.

French Foreign Minister Alain Juppe announced a national decision to establish an emergency relief fund for Syria, according to the website of the permanent mission of France to the United Nations. The fund, with an initial sum of ?1 million ($1.3 million), will "fund the actions of all organizations and associations wishing to help the Syrian people."

France will propose the creation of a similar fund at the international level at the first "Friends of Syria" meeting in Tunis, Tunisia, on February 24, the statement said.

Juppe said on French radio Wednesday morning that diplomats have not given up on Russia in the Syria talks.

"We are currently renegotiating a resolution at the U.N Security Council to see if we can persuade the Russians," Juppe told France Info.
